1. Plan integration: Organize to make rolling plan of supply, self-owned human resources, cooperative resources, and implementation and acceptance for each project, balance the rolling plan, and be responsible for the inventory and Inventory Turnover (ITO) of the engineering project.
The main output includes:
• Project implementation and acceptance plan
• Supply and shipment plan
• Human resource plan
• Cooperative resource plan
• Integrated delivery forecast (monthly and quarterly)
2. Warroom (project monitoring, evaluation, and support)
(1) Manage major projects in Qatar Office, be fully responsible for the successful delivery (quality, schedule, and costs), and implement the closed-loop management to solve the bottleneck problems occurring during the project delivery.
(2) Monitor and ensure project teams to perform delivery strictly according to the requirements such as the regulations on organization process, internal control, procurement, information security, and safety production.
(3) Be responsible for authorizing project managers of major projects in Qatar offices and their performance reports, and appraising and evaluating their performance.
(4) Manage, coordinate, and schedule project resources such as project managers, network planning personnel, and product technical personnel.
(5) Be responsible for the delivery competitiveness of Qatar Office.
3. Pre-sale support: Be fully responsible for pre-sale support and contract management of a sales project in Qatar office, such as quotation and term making. In addition, maintain the man-hour baseline of the Qatar engineering, and improve the Qatar baseline continuously.
• Review engineering business terms during the bidding.
• Solve general issues of pre-sale support.
• Establish and improve pre-sale support platform.
• Transfer information in time according to the contract terms and conditions and remind PMO to participate in the delivery at the early stage and perform the advance investment.
4. Center of competency: Promote the application of the tools (such as the RPM and iSite) related to project management and site business management.
5. CEG
• Collect appraisal and evaluation results of each project team towards delivery and execution situations of suppliers.
• Organize and participate in the subcontract evaluation.
• Strategically and uniformly consider the framework agreements with different resource supply companies to obtain the advantages of economy of scale.
• Make decisions for the CEG, promote procurement problem solving, and be responsible for resource in-time satisfaction rate.
6. Supply chain
• Organize and implement supply schemes of major projects .
• Manage project inventory.
• Reduce local integrated supply costs.
• Make decisions for the supply chain in the PMO and promote the solving of the problems related to the supply chain, such as the goods supply problem, logistics problem, and local warehouse problem.
Requirement/Competency
Basic requirements____:
1. Educated to degree level or above
2. Fluent spoken and written English
3. Good working knowledge of MS Software.
4. Exceptional experience in telecommunication industry
